Abstract

Accountability, Ethics and Public Performance of Civil Servants Recruited and Assigned to the Civil Service Secretariat in Charge of Assets Between 2015 and 2022 in the Democratic Republic of Congo (DRC). This work is the product of a research, on the performance following the recruitment of civils servants at the General Secretariat for the Civil Service in Charge of Assets between 2015 and 2020 and this, in a context of the reforms of the Congolese public administration, in the context of the 2015 reform. Indeed, unlike other reforms of the Congolese public administration, this one is based on some specificities, and particularly the modernization of the normative framework of the Public Administration, the strengthening of the quality of human resources of the Civil Service and the revitalization of the functioning of the public administration, the recruitment of civil servants by competition; the obligation to sign a contract focused on public ethics. Our work focused on these civil servants. We adopted case study as a methodological approach. Our analytical framework is composed of the three main concepts of our research which are: responsibility, ethics, and performance. The results of the analysis allow us to support that these civil servants firstly, assume their responsibilities, by respecting several elements namely the compliance with the specifications, the knowledge of sanctions provided for depending on the case. Secondly, these civil servants know the values and principles attached to their positions and comply with them by keeping their eyes focused on the service of the state and the citizen-user in the exercise of their mandate daily. These two results confirm our first two hypotheses. Finally, the perspectives of these civil servants, in relation to the systems and capacities put in place to achieve the objectives linked to their positions and initiatives taken individually or in groups to serve the State and the citizen at a lower cost, diverge. Thus, while our first two hypotheses were fully verified, the third seems to have been verified at 50%.
